About Parent Collective
Parent Collective is a California nonprofit advocating and educating about the online harms to children and the fentanyl crisis in the United States, and helping parents heal who have lost children to those dangers. The Collective provides free grief healing for the families left behind.
We are managed by Sam Chapman and Dr. Laura Berman, the parents of Sammy Chapman, forever 16, who died of fentanyl poisoning via Snapchat. We are active in legislation in Washington DC and at the State level, sponsoring and endorsing legislation to protect children online and prevent the spread of deadly fentanyl throughout our communities.
Most notable, Sammy’s Law named after, Sammy Chapman, is HR 5778 in the US Congress, actively moving through the legislature this session.
Parent Collective has used media successfully to warn other parents and youth about the dangers of fentanyl and counterfeit medications. We have appeared on over 150 television segments warning others and promoting legislation. We produced a public service announcement and are filming a feature length film about the fentanyl crisis which is currently in being produced and funded as the advocacy events develop.
Management of Parent Collective is party to a lawsuit with 65 families in California Superior Court (Neville et Al v. Snap Inc.) against Snap Inc. for the deaths of their children from fentanyl poisoning via Snapchat. The lawsuit has survived a Snap Inc. motion to dismiss on 12 allegations based on product liability law, a new approach to get around social media companies’ use of the first amendment as a shield against liability. The film is following the lawsuit as well as the legislative efforts and the family stories.
The Collective has a strong Facebook presence with a group of over 13,000 fentanyl parents as part of the collective. We all work together from California to Washington DC to create change and warn other families, so they never have the feeling of losing a child as we have.
Dr. Berman holds grief healing events around the country for families who lost children to the fentanyl crisis. Groups as large as 75 parents gather for days with multiple clinicians to work on recovering from the death of their children. It is vital work that too many families cannot afford.
Legislature We Support
- Sammy's Law: CA Senate Bill 1444
- Prop 36 - Californians for Safer Communities
- Alexandra's Law: HR 6671
Give Parents The Choice of Safety
One of the most effective ways for parents to protect children is by using third-party safety software. This type of software can provide alerts to parents when dangerous content is shared through children’s social media accounts, enabling life-saving interventions at critical moments.
For example, if a child is expressing thoughts of suicide via social media, then a parent, who has received an alert through a third-party safety app, can immediately provide mental health support. These alerts have already protected millions of children.
For third-party safety apps to work, social media companies need to give them permission. While many social media platforms do provide this access, unfortunately, others, like Snapchat and TikTok, do not, even though the burden on the platforms of providing access is negligible and can be done securely using existing, industry-standardized technology.
Sammy’s Law will finally give parents the choice to use third-party safety software for their children.
The Homelessness, Drug Addiction, and Theft Reduction Act
The fentanyl crisis has reached alarming levels and is now responsible for 20 percent of youth deaths in California.
This measure will define fentanyl as a hard drug, hold individuals convicted of trafficking fentanyl accountable, and grant judges greater discretion in sentencing drug traffickers, while holding repeat offenders accountable for the safety of our communities, rather than putting them back on the streets.
This measure provides critical mental health, drug treatment services, and job training within our justice system for people who are homeless and suffering from mental illness or struggling with substance abuse.
Alexandra’s Law introduces legislation to significantly increase penalties for drug dealers of lethal fentanyl.
The cascading flow of fentanyl through the porous southern border now kills more than 100,000 Americans every year and in every corner of our country. The fentanyl crisis has reached alarming levels and is now responsible for 20 percent of youth deaths in California.
This measure will define fentanyl as a hard drug, hold individuals convicted of trafficking fentanyl accountable, and grant judges greater discretion in sentencing drug traffickers.
Under the proposed law, convicted fentanyl dealers would get a required warning from judges. After the warning, if they dealt drugs that resulted in someone’s death they would be subject to a harsher sentence.
Despite bipartisan support, the bill failed to get past the committee stage as Democrats raised questions on how dealers would know, or should know, if their drugs contained fentanyl.
